Rhys Moore
Executive Director of Public Impact, National Housing FederationRhys started with the NHF in October 2018, as Executive Director of Public Impact. Rhys oversees our policy, external affairs and communications work. Previously he was Director of the Living Wage Foundation where he worked with government, business and civil society to build a national movement of responsible employers. Before that, he helped to establish the London Community Foundation, which supports grassroots community groups in the capital. Rhys is a board member of the Carers Trust.

Asha Agarwal
Founder, Inspire New HomesA professional dedicated to the affordable housing sector, Asha Agarwal has 20 years’ experience in the sector, working at some of the UK’s most prominent housing associations and organisations – from L&Q to Savills. Asha has helped over 1,000 first-time buyers onto the housing ladder throughout her career.
Asha is now applying her years of experience to running her own award winning consultancy, Inspire New Homes, which supports smaller housing associations and local authorities in transforming their sales and marketing strategies. Asha helps organisations to maximise profits and implement best practices, enabling them to reinvest in the cross-subsidy of affordable home delivery.
A champion of BAME communities and women, ultimately, it’s social purpose and commitment to helping people onto the housing ladder that drives Asha.

Rob Barnard
Intermediary Relationship Director, Pepper Money UKRob Barnard has over 30 years of knowledge and experience navigating successfully through the twists and turns of the UK Mortgage market. Rob has developed and executed sales and marketing strategies throughout his career to drive growth and maximise retention. In his role as Director of Intermediary Relationships, Rob is responsible for nurturing and developing key broker and distribution partners for Pepper Money.
Rob is passionate about mortgages but more importantly the people he works with within the industry. As a result, he is the host of The Specialist Podcast. A platform created to provide established and upcoming stars in the industry an opportunity to discuss everything mortgages and beyond.

External Affairs Manager, National Housing FederationBethan has worked for the NHF for eight years, having previously worked for a social enterprise specialising in community development and placemaking for areas undergoing regeneration. As External Affairs Manager for London, Bethan works closely with housing associations across the capital and is responsible for the NHFs offer for smaller housing associations. With significant programme management experience, Bethan is currently working across various specialisms at the NHF including supply and regeneration, building confidence and trust, the Better Social Housing Review, and community cohesion. Bethan also sits on the Advisory Board for the LGBTQ+ Housing Pledge.

Phillippa Cardno
Chief Executive, Newbury Building SocietyPhillippa joined Newbury Building Society in 1996. She joined the Executive team in 2007 and was appointed to the Board of Directors in February 2015. Phillippa was appointed Chief Executive in March 2022 and is responsible for the Society’s strategic development and providing leadership and direction throughout the Society and for setting and maintaining culture and standards. Phillippa has many years of credit risk and housing sector experience and is a specialist in Shared Ownership homeownership.
Phillippa also contributes to financial services nationally as a member of the UK Finance Mortgage Product and Service Board and is Chair of the Building Society Association’s Green Finance Taskforce.

Adam Gravely
Policy Officer, National Housing FederationAdam leads the NHF’s policy work on shared ownership and accessible housing, and supports policy development across new housing supply and sector finances. He joined the NHF in 2024. Prior to this, he was a Graduate Trainee and later a People & Purpose Strategist at the John Lewis Partnership, owner of John Lewis and Waitrose. Adam is a Fellow of the Royal Society of Arts. He holds a Master’s in Public Policy from the University of Warwick and a Master’s in Business and Management from De Montfort University. Adam grew up in social housing and has lived experience as an involved resident and as a young carer.

Stuart Hensby
Director of Sales and Marketing, AbriStuart leads the sales and marketing of Abri’s new homes pipeline, as well as overseeing re-sales and staircasing across a range of home ownership tenures, including shared ownership and open market sale. With extensive experience in the new homes industry across the south of England and London, Stuart combines strong market insight with a commitment to developing sales strategies that make the buying experience clear, supportive and customer led. Passionate about placing customers at the centre of every decision, he champions a service focused approach that supports buyers at every stage of their home ownership journey.

Director of Affordable Housing, Homes EnglandShahi Islam is Homes England’s Director of Affordable Housing responsible for delivering the Affordable Homes Programme. Shahi has been at Homes England since 2013, serving in various leadership positions to support the management and delivery of a number of capital and revenue programmes. With close to 20 years in the sector, Shahi has extensive experience in housing working in roles covering policy, strategy and programmes. Prior to the Agency he worked at the Greater London Authority working in the housing investments and policy team.

Steph Ramsden
Director of Acquisitions, Sales and Partnerships, Housing 21Steph is the Director of Acquisitions, Sales, and Partnerships at Housing 21. Housing 21 is a leading not-for-profit provider of Retirement Living and Extra Care. They provide safe, quality and affordable properties for older people. Steph oversees the National Sales team, achieving an average of 200 new home sales and resales annually across both Retirement Living and Extra Care sectors. Housing 21 has expanded by over 3,300 units through strategic acquisitions from other housing providers in recent years. Steph brings extensive experience in social housing, regeneration, financial, and legal services. Outside of work, she is also dedicated to her family, with two children and two dogs.

Dinny Shaw
Head of Planning, Places for PeopleDinny Shaw is Head of Planning at leading social enterprise Places for People. She is a chartered town planner with a varied career across public and private sectors. Dinny has worked across a broad range of residential and commercial development projects from acquisition through to delivery. She is passionate about placemaking, good engagement, and embedding social and environmental value when evolving designs and securing planning permission for sustainable new places and communities.

Jo Short
Partnerships and Marketing Director, National Shared Ownership CampaignAt Keaze & KPro team since April 2023, Jo previously headed up the creative & marketing offer at Full Comms, a full-service agency, and prior to that at NHG and Radian, now Abri. With 17 years working in the affordable home ownership sector, she has a wealth of experience, passion and knowledge in all things Shared Ownership marketing. Jo is expertly placed to understand the customer needs and wants, and thrives on asking “why?” to find the best solution possible. A Southampton FC fan (let’s not talk about this season please!), spaniel owner, and self-proclaimed gymrat.

Executive Director of Growth, Great PlacesHelen Spencer leads Great Places’ Growth directorate, overseeing all development activity, sales, regeneration, and construction. She leads our strategic partnerships and supports sector-wide collaboration.
Since joining Great Places in 2004, Helen has delivered thousands of new homes and led major regeneration projects and sales initiatives across the North-West and South Yorkshire. A dedicated mentor, she champions talent development and leads award-winning teams. Helen is passionate about inclusive housing, having pioneered the UK’s first majority LGBTQ+ Extra Care scheme. Under her leadership, Great Places has achieved record delivery and earned key industry accolades.
